Fairs & Special Events

The Wellington Fire District views fire prevention as the first tool in preventing fires.  Due to this belief, the following excerpts fro the Ohio Fire Code will be enforced.  Additionally, any other issues in violation of the Ohio Fire Code will be enforced immediately.  Vendors at events that take place in the Village of Wellington should check prior to the event for any special requirements needed. 

OHIO FIRE CODE HIGHLIGHTS

 

 

RULE 3:  GENERAL PRECAUTIONS AGAINST FIRE

 

304.1              Waste accumulation prohibited.  Combustible waste material creating a fire hazard shall not be allowed to accumulate in buildings or   structures or upon premises.

 

308.2              Where prohibited.  A person shall not take or utilize an open flame or light in a structure, vessel, boat or other place where highly flammable, combustible or explosive material is utilized or stored.  Lighting appliances shall be well-secured in a glass globe or wire mesh cage or a similar approved device.

 

308.3.3           Location near combustibles.  Open flames such as from candles, lanterns, kerosene heaters, and gas-fired heaters shall not be located on or near decorative material or similar combustible materials.

 

314.4              Vehicles.  Liquid or gas fueled vehicles, boats or other motorcraft shall not be located indoors except as follows:  (a) Batteries are disconnected.  (b) Fuel in fuel tanks does don’t exceed one-quarter tank or 5 gallons (whichever is least).  (c)  Fuel tanks and fill openings are closed and sealed to prevent tampering.  (d)  Vehicles, boats, or other motorcraft equipment are not fueled or defueled within the building.

 

 

RULE 6:  BUILDING SERVICES AND SYSTEMS

 

605.1              Abatement of electrical hazards.  Identified electrical hazards shall be abated.  Identified hazardous electrical conditions in permanent wiring shall be brought to the attention of the code official responsible for enforcement of the building code and National Fire Protection Association 70 as listed in rule 1301:7-7-45 of the Administrative Code.  Electrical wiring, devices, appliances and other equipment that is modified or damaged and constitutes an electrical shock or fire hazard shall not be used.  NO CHRISTMAS LIGHTS OR LIGHT GAUGE EXTENSION CORDS ARE PERMITTED.

 

605.4              Multiplug adapters.  Multi-plug adaptors, such as cube adaptors, un-fused plug strips or any other device not complying with NFPA 70 listed in rule 1201:7-7-45 of the Administrative Code shall be prohibited.

 

605.4.1           Power tap design.  Relocatable power taps shall be of the polarized or grounded type, equipped with overcurrent protection, and shall be listed.

 

605.4.2           Power supply.  Relocatable power taps shall be directly connected to a permanently installed receptacle.

 

605.5              Extension cords.  Extension cords and flexible cords shall not be a substitute for permanent wiring. Extension cords and flexible cords shall not be affixed to structures; extended through walls, ceilings or floors, or under doors or floor coverings; nor shall such cords be subject to environmental damage or physical impact.  EXTENSION CORDS SHALL BE A MINIMUM 16/3 RATING.

 

605.5.4           Grounding.  Extension cords shall be grounded when serving grounded portable appliances.

 

605.6              Unapproved conditions.  Open junction boxes and open-wiring splices shall be prohibited.  Approved covers shall be provided for all switch and electrical outlet boxes.

 

 

 

RULE 9:  FIRE PROTECTION SYSTEMS

 

906.2              General requirements.  Fire extinguishers shall be selected, installed and maintained in accordance with this paragraph and NFPA 10 as listed in rule 1301:7-7-45 of the Administrative Code.  “Per NFPA 10:  Each fire extinguisher shall have a tag or label securely attached that indicates the month and year the maintenance was performed and that identifies the person performing the service.”

 

Vendor Tents

 

All tents, regardless of business or purpose, will be required to have a minimum 2A extinguisher present, with a valid inspection tag.

 

                       

Food Vendor Trailers

 

1) Grill top or griddle top cooking, which uses less than 1/4" of oil, and produces a grease-laden vapor will require a minimum 40 BC fire   

                      

     extinguisher in the trailer.

 

2)  Deep fat frying involving vegetable oils, animal fats, or solid fuel cooking, whether or not it's under a hood or suppression system are 

 

     required to have a Class K extinguisher present.

 

     a)  A minimum of a 1.5 gallon capacity unit is sufficient for standard cooking operations and operations that have up to (4) medium

         (14"x14") capacity fryers.

 

     b)  If you have more than (4) fryers, then additional units are needed for each group with no more tha(4) fryers in a group.                

                                  

906.5              Conspicuous location.  Extinguishers shall be located in conspicuous locations where they will be readily accessible and immediately available for use.  These locations shall be along normal paths of travel, unless the fire code official determines that the hazard posed indicates the need for placement away from normal paths of travel.

 

906.6              Unobstructed and unobscured.  Fire extinguishers shall not be obstructed or obscured from view.  In rooms or areas in which visual obstruction cannot be completely avoided, means shall be provided to indicate the locations of extinguishers.

 

 

RULE 24:  TENTS AND OTHER MEMBRANE STRUCTURES

 

2404.5            Combustible materials.  Hay, straw, shavings or similar combustible materials shall not be located within any tent or air-supported structure containing an assembly occupancy, except the materials necessary for the daily feeding and care of animals. Sawdust and shavings utilized for a public performance or exhibit shall not be prohibited, provided the sawdust and shavings are kept damp. Combustible materials shall not be permitted under stands or seats at any time. The areas within, and adjacent to the tent or air-supported structure, shall be maintained clear of all combustible materials or vegetation that will create a fire hazard within 20 feet (6096 mm) from the structure. All combustible trash shall be removed at least once a day from the structure during the period the structure is occupied by the public.

 

2404.6            Smoking.  Smoking shall not be permitted in tents, canopies or membrane structures.

 

2404.7            Open or exposed flame.  Open flame or other devices emitting flame, fire or hear or any flammable or combustible liquids, gas, charcoal or other cooking device or any other unapproved devices shall not be permitted inside or located within 20 feet of the tent, canopy or membrane structures while open to the public unless approved by the fire code official.

 

2404.15.3Locations.  Cooking and heating equipment shall not be located within 10 feet of

exits or combustible materials.

 

2404.15.4Operations.  Operations such as warming of foods, cooking demonstrations

and similar operations that use solid flammables, butane or other similar devices which do not pose an ignition hazard, shall be approved.

 

2404.18          Display of motor vehicles.  Liquid and gas-fueled vehicles and equipment used for display within tents, canopies or membrane structures shall be in accordance with this paragraph.

 

2404.18.1      Batteries.  Batteries shall be disconnected in an appropriate manner.

 

2404.18.2      Fuel systems.  Vehicles or equipment shall not be fueled or defueled within the tent, canopy or membrane structure. 

 

2404.18.2.1   Quantity limit.  Fuel in the fuel tank shall not exceed on-quarter of the tank capacity or 5 gallons, whichever is less.

 

2404.18.2.2   Inspection.  Fuel systems shall be inspected for leaks.

 

2404.18.2.3   Closure.  Fuel tank openings shall be locked and sealed to prevent the escape of vapors.

 

 

RULE 30:  COMPRESSED GASES

 

3003.3            Security.  Compressed gas containers, cylinders, tanks and systems shall be secured against accidental dislodgment and against access by unauthorized personnel in accordance with paragraphs (C)(3)(a)(3003.3.1) to (C)(3)(c)(3003.3) of this rule.
